Utilities: Who’s Responsibility Is It? Landlord or Tenant?

When it comes to the utilities, who’s responsibility is it; the landlord‘s or the tenant‘s? LandlordAssociation.Org has seen this question come up more than once or twice over the past decade or so. Problems often arise when there’s no clear policy, ordinance or legislation which decisively states who is responsible for the utilities and under what circumstances. Landlords can get caught off-guard if a tenant leaves with an unpaid bill that surprisingly gets turned back over to the unsuspecting landlord.
